In a proactive move towards enhancing the professionalism and conduct of military personnel, the Army Headquarters Department of Civil Military Affairs (AHQ DCMA) organized a comprehensive Sensitization Workshop for the troops of Headquarters Training and Doctrine Command Nigerian Army (HQ TRADOC NA) and 31 Artillery Brigade, Minna.
Led by the Chief of Civil-Military Affairs, Major General NC Ugbo, a delegation from AHQ DCMA arrived in Minna on February 5, 2024, to conduct a one-day workshop.
The event commenced with Major General Ugbo being warmly received by the Commander of 31 Artillery Brigade, Brigadier General HT Bobbo, before moving on to the TRADOC NA Auditorium, the designated venue for the workshop.
Major General NC Ugbo, in his opening remarks, emphasized the workshop’s primary objective: to enlighten military personnel on proper conduct during both operations and routine activities.
He underlined the importance of adhering to international best practices and standards to ensure the troops execute their duties with utmost professionalism.
Brigadier General HT Bobbi, in his welcome address, highlighted the alignment of the workshop with the Chief of Army Staff (COAS) Command Philosophy. The workshop aimed to provide essential training to personnel, fostering professionalism and efficiency in their duties within a joint operational environment.
The workshop featured two insightful lectures. The first, titled “Understanding the Applicable Rules During Military Operations,” was delivered by Dr. Livinus Jatto, a representative from the International Committee of the Red Cross (ICRC).
Dr. Jatto covered the provisions of International Humanitarian Law and International Human Rights Law, emphasizing their impact on the conduct of armed conflicts.
The second lecture, titled “The Proper Conduct of the Nigerian Soldier within the Larger Nigerian Society,” was presented by Major II Nibras. This lecture delved into critical aspects, including the establishment of the Armed Forces, the roles of the Nigerian Army, Fundamental Human Rights under the 1999 Constitution as amended, the Defense Headquarters Policy on Social Media, and the establishment of the Civil-Military Legal Desk/Call Centre.
The workshop concluded with an interactive session where personnel had the opportunity to pose questions, clarifying any doubts and fostering a deeper understanding of the discussed topics.
The event marked a significant step in fortifying the capabilities and ethical standards of the Nigerian Army, reinforcing its commitment to international norms and societal integration.
